When transferring ownership of a car, the previous regulation required vehicles that are more than 10 years old (5 years for motorcycles) to undergo a temporary inspection. However, if the time since the last successful periodic or temporary inspection is within 1 month for cars and 4 months for motorcycles, no retesting is required. To enhance vehicle safety and inspection quality, the requirement for cars has now been extended to 'within 3 months' for those who have already passed a periodic or temporary inspection.

The Kaohsiung Motor Vehicles Office has indicated that, for those who are solely conducting a temporary inspection for vehicle transfer, there is no need to pay an inspection fee. However, if concurrent regular inspection or modification inspection is being carried out, then the vehicle inspection fee must be paid.

This policy not only takes into account vehicle safety and inspection quality but also reduces the workload of the highway supervision agency. It eliminates the need for the public to queue up at the highway authority for vehicle inspections, and it is estimated to reduce the number of vehicles subject to temporary inspections by approximately 80,000 per year.
